The authors emphasise the importance of adapting European experiences, particularly in the practices of sustainable urban infrastructure management, digitalisation, and innovative development. The object of the study is the city of Kropyvnytskyi, serving as an example of a regional centre with limited resources that has the potential to implement smart solutions through partnership with its German twin city, Krefeld. The paper analyses the elements of the SMART KREFELD concept and suggests ways to adapt them to Ukrainian conditions, taking into account local challenges, the level of digital infrastructure, the potential of the IT sector, and the transparency of local government. The methodological basis of the study is grounded in comparative analysis, case studies, graphical data representation, and analysis of open sources.
