The study presents a comprehensive analysis of the process of registering internally displaced persons (IDPs) in Zakarpatska Oblast as a key factor for integration in conditions of military crises and mass migration. The study combines qualitative and quantitative research methods: interviews with key informants (representatives of IDPs, local authorities, administrative service centres and civil society organisations) and a structured survey of 75 respondents. This made it possible to combine administrative data, practitioners’ testimonies and the direct experience of IDPs.
The results showed that digital infrastructure is important for access to services, but there are barriers related to age, education level, and digital literacy. It was found that a significant proportion of IDPs prefer to register at administrative service centres and social protection departments because of the opportunity to receive additional advice and support. However, these centres do not always comply with accessibility principles, and the electronic queue system does not work perfectly.
The scientific novelty of the work lies in the combination of structural and experiential dimensions, which allows the process of registering IDP status to be viewed not only as an administrative procedure but also as a social mechanism for recognition, integration and participation in public life. The practical significance of the study lies in the possibility of using its results to improve public policy, develop digital platforms, and increase the inclusiveness of integration processes. The proposed recommendations are aimed at central and local authorities, as well as communities that accept IDPs, and can be applied in future scenarios of mass displacement, both in Ukraine and in other countries.
